Small passed pawns evaluation cleanup

Moved evaluation of unstoppable pawns out of
evauation of passed pawns because event frequency is
much lower. Added evaluate_unstoppable_pawns() that
is called very seldom and contains all the unstoppable
pawn logic.

No functional change.
