In the last couple of months we sometimes saw duplicated prereleases uploaded to GitHub, possibly due to some racy behavior when concurrent jobs create a prerelease. This now creates an empty prerelease at the beginning of the CI and the binaries are later just attached to this one. closes https://github.com/official-stockfish/Stockfish/pull/5144 No functional change
