Provides an API for HLTV

What works?

~~Unfortunately HLTV updated their website a while ago and this went unnoticed by me, so most of the API doesn't work right now.~~ ~~It is being updated though, slowly.~~

As of 30th November 2017, @zGrav got around to fixing this. If rebroken, please warn.
